This collection has been assembled to serve primarily as a documentary supplement to Guruswamy, Palmer & Weston's coursebook International Environmental Law and World Order - A Problem-Oriented Coursebook (West Publishing Company, 1994). Therefore, a fair number of the instruments contained in these pages (e.g. Agenda 21), particularly if they are not principally environmental instruments (e.g. the Helsinki Final Act, the GATT, etc.), are not reprinted in full and contain only those provisions that are pertinent to our pedagogical purposes. To persons outside the classroom who are engaged in research or otherwise working in the international environmental law field - international civil servants and diplomats, governmental officials, non-governmental (citizen action) organizations, practicing lawyers, and others - this volume may be used as a convenient quick and easy general reference.

As may be quickly ascertained from the Table of Contents, the majority of the instruments that follow are organized around the same themes to which the coursebook is dedicated, namely, the conceptually divisible components of our otherwise indivisible global environment: the atmosphere, the hydrosphere, the lithosphere, and the biosphere. The remainder - the "constitutive/organic" and the "miscellaneous" - reflect the truism that international environmental law, while clearly deserving of distinctive treatment in its own right, is nonetheless as interdependent function of the larger world order of which it is a part.

About the Authors

Lakshman D. Guruswamy is Professor of Law at the University of Tulsa.

Sir Geoffrey W.R. Palmer (P.C., K.C.M.G., A.C.) is Partner in Chen & Palmer Public Law Specialists (Wellington, NZ); Professor of Law at Victoria University of Wellington and Distinguished Visiting Lecturer at The University of Iowa College of Law.

Burns H. Weston is Bessie Dutton Murray Distinguished Professor of Law Emeritus and Director of the Center for Human Rights at The University of Iowa.

Jonathan C. Carlson is professor of Law at the University of Iowa.
